The Agency for Passenger Rights (apf) handles issues relating to rail, bus, ship, and air travel. If you have been affected by cancellations or delays, or if your luggage has been lost or damaged, APF will mediate if no agreement can be reached between the company and the consumer.

The apf is a state-approved consumer arbitration board based at the SchienenControl
