The government departments or agencies have to be located in the province of Quebec. The same is true for the health and social services.
You can also complain to the ombudsman with issues regarding the correctional services of Quebec.
The goal of the Ombudsman of Quebec is to ensure that all citizens are respected and treated fairly by public service.
